Russian Government officially mandates using open source

Near the end of 2010 Russia's Prime Minister Vladimir Putin signed an exective order for all public institutions to switch to open source software. Initial estimates are that over the next 5 years this change will end up saving the government millions in licencing costs. However it's been speculated that that may not be the main reason for the switch. Despite claims of security and stability over open source coming from companies such as Microsoft, Oracle and Adobe governments and private companies are becoming more reluctant to use software essentially owned by an external company.
